The Impact of Non-Pharmacological Interventions Enacted by State and Local Governments on COVID-19: A Rapid Systemic Review - Published Fall 2024Executive Summary The profound impact of the COVID-19 pandemic across the globe and in Kansas led the Kansas Health Institute (KHI) to undertake extensive efforts to support the response to the crisis and to better understand its consequences. This rapid systematic review of peer reviewed published research complements the Kansas Health Institute’s 2020–2021 COVID-19 Policy Tracking. It provides a comprehensive examination of the effectiveness of non-pharmacological interventions (NPIs) — measures that do not involve drugs, vaccines or other medical treatments — implemented by state and local governments and delves into the factors influencing the effectiveness of NPIs in curbing the spread of the virus. This review provides important insights into the effectiveness of early mitigation strategies as well as potential approaches to prepare the Kansas public health system for future pandemics. While understanding the effectiveness of NPIs on COVID-19 outcomes is important, it also is important to recognize that weighing the impact of NPIs on other aspects of society, such as the economy, education, mental health and individual liberties, is necessary for effective public health decision-making.
